bottom seat belt bolt - hard to get out

I tried to remove the bolt from the passenger front seatbelt. I got it initially loose but it wouldnt turn more and I didnt want to push it at the time. I'm kinda thinking that if the bolt extends in to the undercarriage its rusted up. Is there a nut on the bottom side of the bolt or should i just be able to loosen the bolt up. I have an impact wrench I plan on trying with the Torx 50.

Did you think about putting some penetrant on the bolt to help loosen it up from the nut? PB Blaster is what I use.
