charging system

my 95 GMC has a problem with maintaining amperage when the truck is in gear at idle with lights and accessories on, and causes lights to dim. It's especially noticable when the blower motor is running in med. or high speed. In park idle RPM's are about 725, in gear idle RPM is about 625. In park amps are about 13, in gear with acc.'s on amps drop to about 10.5, Ive had the system checked several times over the years and the garages say system checks out fine, and just this summer the alt. went out and was replaced and with the new alt. system operates in the same manner, the battery is also new, are the RPM's too low or is this just typical of this charging system. Also when the truck is first started after sitting for the night the amps are about 16 untill its been running awhile and warms up.
