Onstar Speaker???

I have a 2005 Sierra Z71... It is not equipped with onstar, but I think it has the capability. There is a speaker on the drivers side of the headliner, positioned right where you would speak into it. I assume this comes equipped on all new trucks, right? Anyways I bought this truck brand new, and have never noticed anything until about two weeks ago. I hear like a static fuzz/white noise type of sound coming from this speaker. I asked the dealer, and they said it may be the radio, but it does it even when the radio is turned off. Is this a conspiracy?? Is big brother watching me?? Are my conversations being recorded through this speaker?? Seriously though, I am about to pop the cover off and cut the wires.
