emissions failure

I own a 2000 GMC G2500 Savana cargo van and have been trying to deal with a lot of issues and hope someone here can help me.Every time i accelerate there is a banging noise that seems to be comming from the exhaust or something else under the floor on the drivers side. i get about 7 or 8 miles to the gallon, and i have failed the emissions test. the banging is only when i accelerate from a dead stop, after 2 seconds the banging or knocking is gone and the engine runs beautiful. Also i have a small amount of spark knock. when i took it for emissions i had a 2700 hydrocarbons level when 300 is max i can have to pass. I have 4 codes listed 171 and 174 or its 171 and 173 but i think its the 171 and 174. When i checked the meaning of the codes it stated the engine is running to rich. I have 2 codes for both numbers - 171 bank 1 and 2 174 bank 1 and 2 to rich. I changed the plugs, wires cap and rotor . i have to the 31st of December or the state of illinois will suspend my plates for this matter not being solved. I dont know if this matters but it appears the one of my converters are empty, someone banged on the with a hammer and said one sounded like a empty tincan and the other sounded like it was fine and my muffler has debris in it. I Was also told to look for a vacum line that might be disconected and found none. I want to thank you all in advance for any knowledge that you might have for me.

The knocking your getting is probably from the catalyst in the cat being broken. If you take it in they will tell you that you need a new one. That would be the cause of you failing an emissions test. as far as the bad mpg, it could be that your front O2 sensors are bad, which I have heard of before.
