O2 sensor low voltage

Ok, I have a 97 GMC Sierra 1500 2wd. SES light came on with the code P0137and P0143, which I understand to be low voltage at the drivers side post-cat sensor. I checked the voltages as suggested and I have 12v at the sensor but I only had 387mA. My schematic shows pins 20 and 24 to be the wires for this sensor. I checked voltage there but couldn't get a reading. Would this suggest my PCM is going bad or should I look into the EGR solenoid?

That should read 387mV, not milliamps. So I guess the GM tech has never come across this problem. I guess I should just take it to a repair shop and pay the big bucks.
