2000 Jimmy Slt Fuel Issues

2000 Jimmy SLE Vortex 130,000 miles

recent work

1. New fuel filter

2. New engine temp sensor

3. New idol contorl valve

4. New fuel pressure regulator

5. New battery (due to the repeated starting attempts)

 

My vehicle will not start easily while cold...here are my circumstances:

1. Turn Key to ON Position - Fuel pump cycles, and fuel pressure climbs to 58psi at fuel line test valve(then turns off).

2. Continue to rotate key switch, and before starter kicks in, there is a sudden drop in fuel pressure (40psi).

3. Continue to SLOWLY Turn key, fuel pump kicks in again and rebuilds pressure to 55-58psi.

 

I can only get the car to start if I slowly turn the key...if I do not hesitate during the key-turning, the starter will only kick in while the system has 40psi.

 

If starting successful, engine runs smoothly with the fuel pressure at about 55psi.

Is this a fuel pump issue, or a ignition switch issue? I have no stored codes, but had a p0458 before I had the above work done to the vehicle.
