Battery Power @ Rear Of Avalanche/truck?

I was resetly looking for power in the rear of an Avalanche while installing a power tailgate. Is there full time battery power in the trailer harness to the hitch? I checked the hitch plug and found it was dead. Is there a fuse that is omitted from the factory?

Is the AV & trucks the same with respect to this tow harness?

Usally there is a 30 amp fuse that has to be installed in the underhood fuse block on post A. It will has a red dummy fuse installed there already.
