Factory Pre Wiring For Fogs

Is there a way to tell if a vehicle is pre-wired for fog lights? I have a 2006 Sliverado 2500 HD with a Dmax. There are indentations in the lower spoiler for fog lamps, there are even mounting holes in the chrome bumper above the cutout to attach fogs lights too but at a quick glance I don't see any loose wiring harness in the area . I cant imagine it would be cost effective for GM to make a bunch of different wiring harness depending on what electrical options they feel like putting on a specific truck. Can you tell from the vin #, if a vehicle was pre-wired?
