Q: Pulling Fault Codes

I do not own a scanner, but before I buy, I like to know..

 

Can you pull fault codes while while engine is in a no start condition. It ran before my repair, now I can't get it to run.

I believe you can just have it in the ON position to get it to do what you need it to do to read codes, but im not entirely sure. It should come up in on, but im not exactly sure.
