Service Engine Light

My Service Engine Light came on. I took my 2003 Silverado 1500 (130,000 miles) to a dealer for identification of the service message. I am being told my evap valve and filter are retaining water and needs to be replaced and rerouted to the top of my engine...$560.00 Sounds excessive to me. Why can't I just replace the evap valve and filter, let them reside where they originally installed and have worked for 130,000 miles? Any advise would be greatly appreciated.
