"reduced Engine Power"

Hi, I have a 2001 Chevy Suburban 1500 2wd. I recently seen this in my message center and the check engine light popped on right after, the RPM reved to about 2,000 and there also was a power loss, the code mentioned something about the throttle positon sensor being out of range. What would cause this? I have also been experiencing to me seems like a power surge the traction control lights blink off and on and the truck becomes sluggish would this be caused by the Reduced Engine Power problem?
