Problem With Hid And Flash To Pass

Does anyone that has the HID lights from the ebay seller (HIDlights) have a problem with flash to pass? I installed mine the other day and while the lights work correctly, the flash to pass does not. One other thing I never noticed with the old bulbs is that the top and bottom lights both light up when the high beams are on. Is this suppossed to happen? I never checked the lights before I changed them so don't know if both bulbs are suppossed to be on in high mode.
