02 Sierra Won't Go Into 4wd

I have an 02 sierra Z71 and I can't get the 4wd to engage. The weird thing is that everything seems to be working normal, it obviously isn't but seems to be. I can push the button for hi or low and the light with come on and stay on. I can hear the transfer case switching as well. I took the actuator off the front diff and tested it out. It is pushing out when you hit either of the 4wd buttons. I did have the passenger side axle out on the front to replace the outer oil seal. I also had the actuator off when I put the axle back. I've had the axle out before with no problems. Is there anything I could have messed up inside the front diff? Its frustrating because everything seems to be working right and there are is no service light on either. Any help would be greatly appreciated.
