98 Savana Brakes

98 savana 3500 used for A\C refrigeration, brakes have been going out every 1500 MI on front over heating calipers each time. top quality pads new calipers, rotors brake lines/hoses, master cylinder, new rear shoes, wheel cylinders, now have top quality pads now just smoking calipers, any and all help would be appreciated. all work has been done by licensed mech and dealer has inspected this problem without any help.
