Dodge Question for a neighbor....

My neighbor's son has a '95ish Dodge full size truck. It's pretty nice (for a Dodge) but he is having a problem with the fuel filter, and has been told three different things regarding location.

Do any of you know (for sure) where the fuel filter is on a Dodge full size V-8 truck?

Hmmmmm......has he looked under the drivers side about halfway front to back on the frame rail?

Has he already bought a new filter and if so,what does it look like?

Same thing I asked him...he said it wasn't on the frame rail, and he hasn't bought the filter yet. I suggested he buy a Haynes shop manual, and he said they weren't available. He must not be looking hard enough, they've been making that body style of truck for at least ten years now, right? There should be a Chilton, Clymer, Haynes, something...
