Release For Fold Down Rear Seat Tahoe '02

This is no longer functional: the release latch for the fold down rear seat on the driver's side passenger compartment.

 

The leather loop is there, but it doesn't release the latch.

Is there another release from the cargo area? I can access a lever arm of some type...

2002 Tahoe LT with 60/40 rear seats that fold down... usually.
