Stuck Third Row

does anyone know how to get the third row for a 2001 yukon xl unstuck. the seat is in the upright position but only the driver's side latches are engaged. lever 1 for folding the seat only goes about half way up.

 

Any thoughts would be appriciated.

I had a simialr problem with my 08 and there actually was a weld that broke that was causing it to bind.
