Evap Controll Solenoid Circuit And Obd Ii P1675

Okay, I need some serious help. First of all I don't own a GMC truck. I own a 1997 Chevy Lumina. I've taken it to my mechanic and to another shop and nobody can seem to give me a straight answer as to what to do. When the OBD II diagnostic runs it keeps finding P1675 Manufacturer Specific Error Code. After further research I found that the error code was for EVAP Contoll Solenoid Circuit. My mechanic found the vacuum hose on the front solenoid (located on back of engine) melted and replaced that. Still p1675 came up. So then we replaced the solenoid the hose was attached to. Reset the compute put 50 miles on it and came back for another inspection, FAILED. So then we took the solenoid by the charcoal canister (next to gas tank) off and cleaned it out. Was very dirty, inside and out. Put it back in, reset computer, drove another fifty miles, went for another inspection and FAILED. Every time I go for the inspection the check engine light is off and there are two not ready's on the computer but it still would pass, if not for the stupid P1675. So I went through today and checked the voltage from the electrical connections on both solenoids. Both at 1.43. Within the parameters I found online. I am getting volts through the connectors but is there an INLINE FUSE somewhere between there and the OBD II? Or anywhere else? Or some kind of a relay I could have fried? I really doubt the CPU is fried or that I lost the whole EVAP circuit but I'm no mechanic and I'm still learning alot. Where can I find a electrical diagram of my car to see if there is a fuse? Does anyone have any advice? Please this is killing me riding around in my girlfriend's TOYOTA CAROLLA. It's like driving a Gocart and it's embarassing! Please help!
