97 5.7 Running Rough

My friends 97 chevy with the 5.7 is running rough. He completely rebuilt the engine and now its running rough. it has a brand new distributor the injectors have been cleaned but still runs rough with no power at all. it doesnt have a check engine light on. Had it on a snapon computer and it said it the timing is off 23 degrees. We pulled the distributor and checked that it was set in correctly and it was then we tried another new distributor and no change. If anyone has an idea that would help please let me know, Thanks

I had the same problem once, it ended up we didn't have all the ground wires connected, the ground wires on ours were all connected to a stud bolt on the thermostat housing. Although, on some gm's such as my Vett, the ground wires were also connected on the end of the cylinder head.
