'02 Gmc Sierra Replacement Seat Belt Won't Pull Out

My truck is a 2002 GMC Sierra 1500 Ext Cab 4x4, 4.8 c.i.

 

I just replaced the drivers seatbelt with a used one from a salvage yard. It worked when I got it. I removed the one my dog chewed through :D with this one. Once I got it installed, I sat down, and went to test it, and alas, not even enough slack to pull it out in front of me.

 

After frigging with it for a while, I took it out. I can see the teeth locking in after about 2 revolutions, but no matter how steady and plumb/level I hold it, it won't stop engaging.

 

Any tricks or ideas on how to get it to let go?
