Brakes Don't Release

One of my front calipers/brake doesn't release. It doesn't turn by hand. I have new rotors and brakes on both sides. So, do I start by replacing the Hose? or Caliper or both? I appreciate any ideas.

I'd try cleaning the calipers really good first. I've seen alot of brake dust build up in the rubber part of the piston that hangs them up. I'd start there. And as cheap as they are, I'd put new brake lines on (braided SS type) with new calipers if cleaning them doesn't fix it.
