trailer caused break/hazard/dash lights to go out 98' 1500

this morning i hooked up a car hauler a friend let me borrow to move my camaro. two days before that i used it with no issues. on my way to return the trailor this morning the trailor, truck break lights/hazard lights/dash lights went out about three miles down the road. i pulled over to check the connection (pig tail) and got a little shock from it when i touched it like it was shorting out. went home and checked the break/hazard fuse and it was good. the break lights still come on when i hit the breaks and so do the blinkers when i call for the blinker to come on. the dash lights are still out all the time. the head lights come on with no problem. any ideas what could have happened?

Start by checking all the fuses. Either your plug or the trailer has a shorted wire.
