Auto Enginuity will not connect to the Truck

2001 Silverado 1500HD with 6.0 Vortec. Lately is has become hard to start when it is Cold. I attempted to pull codes and gather some data such as Throttle Position, Idle Air Control Position, MAF readings, air intake temp, etc. to start narrowing down the problem. However, my truck would never connect with the AE software. I have plugged into several vehicles over the last few years and the only time it would not connect was if the OBDII port was dead. Does this have a specific circuit that powers the OBDII port? Or how would I go about figuring out why the OBD port will not communicate.

Cig lighter is on the same circuit as OBII port

Well that explains it. My actual Cig Lighter Port is dead, however the two power ports next to it are active. Time to see what has happened then.
