A grinding or popping noise or a binding feeling in the steering column when turning left or right may be experienced on some 2014 Silverado 1500, Sierra 1500; 2015 Silverado, Tahoe, Suburban, Sierra, Yukon models and Escalade models equipped with a tilt and telescoping steering column (RPOs N38, N37).

Bob, I pulled information from the techlink data and gave to my dealer. They said that GM does not recognize techlink. It looks like it is official GM data on that , help me understand what Techlink is and is it a GM site

I can only tell you what the site says:

"Copyright 2015 General Motors. All Rights Reserved. All text, images, graphics, animation, videos, music and other materials on this website are subject to the copyright and other intellectual property rights of General Motors Company."

and

"General Motors service tips are intended for use by professional technicians, not a “do-it-yourselfer.” They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information."

Read the info on the site and see what you think.

Edit: I think your dealer is either unaware of this service, or is simply BSing you. Have the dealer contact:
