Engine update

I have a 1998 GMC K1500 Suburban. I want to replace the engine. I live in Phoenix, AZ.

Will a 383 crate work ? Pass state tests ?

It will be the Anne engine just a little stronger as far as passing test less you change the emissions it should be the same
