What the hell is this part called?

I need of of these I I snapped a couple of the clips off that hold it down. Here is one similar but I need it for a 2006 Tahoe.

This is the closest I could fine, but I can't get a part number, or a name that means anything on any of the part sites.

 

I have the piece sitting in my lap now, and there are a bunch of what look like part number but Google doesn't have any references.

 

 

Any help, or links would be appreciated.
