The BCM and the PCM have to have the same security seed

So by replacing the PCM it does not have the seed so in most cases the relearn process

is like turn key on (engine off) for 10 minutes then turn key off for 5 seconds

Do this 3 times in a row

If that is the issue when opening the door the security light is hard on where it should be flashing, if it does flash then could be another issue

maybe out sync with network so pull obe side of battery for few seconds and reconnect should force a resync

It has to be programed. All the options that have to be controlled by the BCM has to be programed into it (not all vehicles come with the same options). And then you do the security relearn.
