07 Silverado Classic (OBS) dash lights will not turn off if key is on.

I have noticed that no matter what, if my key is on, my dash lights are on. I can turn my headlights off manually at the switch, but the instrument and climate control lighs remain on. Has anyone else had this problem? If so, what was the solution?
