99 K1500 5.7 fast high idle when moving

Idle is fine when stopped. But when moving the idle is @ 1200. Put in neutral while moving, 1200 rpm. Full stop 700 rpm. Once as a test I was in neutral stopped on a down hill slope, 700 rpm, perfect. Then I take foot off brake only, nothing else, no shifting into gear, no accelerator, no nothin and as soon as she starts to roll 3mph the rpm goes up to 1200 and stays there all day hot or cold till you are at a full stop. Oh.. and she also starts Great everytime rain or shine. Please advise :)
