Are They Recovery Hooks or Tow Hooks

I have a 2018 2500HD and it came with what the factory is calling recovery hooks (two on the front frame).  Can I use them for recovery or should I just consider them tow hooks and put a D-Ring on the hitch for recovery?

Tow hooks vs recovery hooks is just semantics.  Use a D-ring attached to your hitch receiver when you can.  If you need to pull via the front, just pull it as straight as you can; do not pull sideways on the front hooks as per GM.
