Rotor at 6 olclock position when dis cap removed..2006 chevy 4.3 v6

Hello I have a 2006 chevy silverado that cranks but wont start..The engine has fuel and turned my attention to the cap and rotors..When I took of the cap the rotor was in the 6 olclock position and not at the mark..Checked play with the distributor and I can turn it a bit and can lift it a couple of mm..Rotor was pretty worn and some moisture on the center of the cap after big storm..Is my distributor worn out or replace cap and rotor..
