1996 Yukon Air Recirculation Motor Issue

I have a 1996 Yukon with 226K miles with an air recirculation door closed to the outside all the time. The dash controls have a button for either recirc or fresh air. This button does not move the actuator door. All other controls work fine. I would like to get some fresh air into the cabin in the nicer weather other than opening the windows at 60-70 mph on the highway. The AC does not work due to a damaged condenser coil from a previous deer hit.

 

The air recirculation actuator motor has a 3 wire connector. One wire is ground, one wire is +12vdc, and the third wire runs thru the dash control panel connector into the circuit board behind the controls. The wiring rings out good from the motor connector to the dash controls and I can read the dc voltage between the +12 and ground terminals. Ground wire rings out good to chassis ground.

 

Does anyone know what the signal is to the motor to make it open to outside air? I am assuming no signal means the door closes to outside and is full recirc mode. I can't find any documentation on this motor actuator. Does +12vdc make it open? Does grounding it make it open?
