The only weather related issues that I've had were related to not lubricating the hinges frequently enough causing the board to only partially retract. I parked in a heated garage and sprayed them down. As long as you keep up with the silicon spray there shouldn't be an issue. I would consider Minnesota to be a pretty harsh environment for power steps.
