computer scan shows PERMANENT code

My 2014 Silverado is showing a P0430 (1/1) Permanent code.  Catalyst System Low Efficiency Bank 2.

I was trying to clear the code after replacing the Catalytic Convertor and it went to " Permanent" in the computer. Is there a way to clear this or will I have to let Dealer clear it?

Google " Universal Trip Drive Pattern ". That might help. Apparently No one can clear permanent codes with a scanner. News to me. Never seen one.

My understanding of these is they cannot be cleared. These once set, stay on, until the vehicle sees the condition is fixed and turns it off. Had a similar code P0013 on my wife's equinox. Set to permanent as it is the camshaft position actuator code. Replaced the solenoid and took it for a short drive and the light cleared itself.
