Pressure is resistance to flow. If the pressure was actually high, there's a blockage somewhere. Dropping to 15 pretty much confirms that.

 

Probably sludge in the engine blocking passageways, or a spun bearing - sounds to me like an engine teardown is the only way to know for sure.
