Trailer brake issue

I have a 2015 Chevy silverado 3500 duramax, I'm having a trailer brake controller problem the trailer brake display is grayed out when the trailer is connected and a service trailer brake warning is displayed but if I apply my truck brakes it locks up the trailer wheels so the trailer brakes are getting power but just not controlled power, I hooked up to a brand new trailer and have the same issue so it's not a trailer problem,any ideas
