Rear Seat Stuck down or up?

The rear seat is stuck in the down position of my 2017 Sierra Crew cab split seat. It moves a little when trying to fold it up but stops and won't move up anymore. It also has gotten stuck in the up position also. I have had problems with it for the last years or so and now it is stuck in the down position. The small split seat works fine . Has anyone had this problem before ? If so how do I fix it without going to the dealer?

It's just a hinge, something back there must be binding it up.

I wish it was that simple. It's more than just a hinge. There is a spring device that assists the fold up or down. I am pretty mechanical and I would have fixed it if it was just a hinge. But thanks for your concern.
