Help! Belltech 3" lowering shackle kit (2 + block) - one corner is exactly 1" taller

Well I'm stumped. 2016 CCSB 4x4. I just installed the Belltech 3" lowering shackle kit (2" shackle + block). 3 corners are all exactly at 21.5" from center of the wheel to lip, and one is exactly 22.5" (passenger rear)

 

Yes, I got back under and confirmed that the shackles are both using the same hole! And that the spring packs were totally flush.

 

Sadly, in a rare moment of motivation, I dug into the project before measuring the before so I really don't know if I started this way or not. 

 

Any clever ideas? I've heard of the chevy lean but isn't that normally the drivers front!?
