HVAC on a 2004 Silverado 4.3, 2wd regular cab.

Went to turn on my ac here today and nothing happened the lights under the ac never came on. All it does is blow hot air out of the vents can not change from vent to floor or defrost. I put a new actuator in the middle thinking that was the problem. have a lifetime warranty on that but turns out that is not the problem. so now I am Thinking it is the HVAC control unit itself. need some confirmation on that, I am at a loss on this one.
