2020 Chevy 2500 HD WT not opening

I have a 2020 2500 HD work truck. I cannot get the tailgate to go down unless I manually open it. The button actuates the relay on the dash and the key fob and the button on the tailgate actuates the relay but tailgate will not drop. I’m getting the relay to actuate when I push all three buttons and only .5 V to the tailgate actuator.
