Where do I get a smooth Bumper Cover?

I want to replace the rough black plastic top Bumper AND bottom airdam with smooth plastic so I can paint it the same as the Truck...

 

I have a 2001 Hoe... Where can I find this??

You can sand your stock aridam smooth or buy the PIAA Chevy airdam, I believe that one is smooth. looks cooler too

So the PIAA or sanding the original are the only options for the lower part...?
