Taillight converter?

I have an '01 1500 4wd that didn't come with the factory tow package. The stealer had a hitch and harness installed, but they put in a 4 flat. I changed it to a Hoppy 7 round. This worked fine on the dirtbike trailer(4flat), but I can't get my buddies trailer to work right. All of the marker lights flash no matter what way I have the lever.

I have the vehicle end hooked up the way the instructions say(colors) and they match the functions on the trailer end. I can see the wiring on the trailer and it seems to be hooked up properly, brown runs the marker lights on both sides and the yellow and green run the brakes and turns.
