speedometer stuck on the wrong side

I just got a used truck. The second day I drive it it gets stuck at the other side, at 120 mph. Every time I turn the engine on it goes back about 5 miles.So right now it down to about 70 mph. IS this common?

OR maybe is it a sign that the previous owner turned back the mileage?

We replace our fair share of clusters for that type of problem. It has a bad stepper motor for the speedo.

 

The odometer is digital, so they couldn't turn it back unless they have access to equipment to program in a new mileage. If they did, which I doubt, it wouldn't affect the operation of the needle.
