HVAC problems

I have a 99 NBS, and just started to notice this,

 

I always have airflow comming through the vents even if the fan is off. Also if i have the fan on the 1 or 2 speed, and i'm stopped at a light, there is no air, but once i start moving it starts to flow again.

Sounds like a bad blower motor resistor assy. Does the air flow through on recirc. and the fan off? The 2001 and later models will flow air when off on outside air. The 99 and 2000 models don`t unless the HAVAC control module has been replaced.
