Cold Start Buzz

This morning was cold in Cincinnati, around 10ºF. We've had two or three days this winter that were 10ºF or lower. Now to the point, when it is this cold out I get a buzz noise when I start the truck, kind of a EEEERRRRRNNNT last about 1 second.

 

Additionally, when I turn the heat on anywhere from 1-5 fan speed I here a squeel, kind of like a bad bearing (squeek....squeek....squeek) with the noise cyclic in nature. I don't think the two are related but I am real curious about what these noises are, especially the Buzz noise? Anyone have any ideas or similar experience?

the buzz sounds electrical.

i would guess it is the instrument cluster. mine makes whirring noises, and also makes the same squeal sound on a really cold start. the parts on backorder (fairly common to have issues with the instrument cluster), and i am waiting on my replacement.
