Brake Controller for 07 Tahoe

I have a new 2007 Tahoe LT with Trailing Package. I bought a 7 pin to 5 pin for my boat & trailer. Trailer has it's own brakes, fluid, etc... Blue wire is for brakes right? It says in manual to have those wire hooked up at dealer to be activated. Dealer is telling me I will need to get a brake contoller. Why do I need a brake controller installed if blue wire sends a signal for trailer to brake. I am all confused. Help!!!

Blue wire is there to carry a signal to the trailer from a, you guessed it, brake controller. That wire isn't "powered" by the truck its only there so that you don't have to run your own blue wire.

If the trailer has its own hydraulic system then they are surge brakes right? You should not need a controller or electrical signal for that matter. My previous boat trailer had surge brakes and they worked on trailer momentum. It had it's own brake cylinder and hydralic lines. When I slowed or stopped the truck, the trailer used it's weight and momentum to compress the cylinder and apply the brakes. They worked great. The only advantage to my electric trailer brake is that I can apply them from the cab of the truck without slowing the truck down.
