94 Sierra No HVAC controls - Dead

I have tried a new HVAC control panel/module. I am getting 3 - 14volt signals coming in but one signal, going out, is supposed to be 5volts but nothing there. Can anyone tell me what voltage i should be getting from Battery in junction box ( in schematics). I am only getting 2volts. Any other suggestions to check would be great. Blower resistor is good too btw.
