'94 silverado front discs.

when the front tire is off , with or without caliper on, i am able to wiggle rotor just a couple thousands of an inch. it moves just enough that i can see light between the hub and the rotor. is this supposed to be like this? there is this very annoying sound coming from my front end and this is the only thing i could find that matches somewhat to the noise i hear on dirt roads. it's coming from both sides.i tried to suck the wheel studs but they won't budge. i guess my question is, should the hub and rotor have any play, or should they be held tight together with the wheel studs?

With the exception of the half-tons, I do not believe that there is supposed to be any play. If there is you may have a problem.
