OBD II Communication Problem

I'm having the early morning cold idle issues that give me the check engine light and was going to hook up to the OBD II code reader we have here at work and see what is faulting. When we plug the computer to the 16-pin jack the computer does not come on. Thinking it could be a problem with the diag. system, we tried on another car and it worked fine. Is there is fuse that would blow and cause the port not to work?

 

Ironically, my wife's Rover was faulting and we took it in this weekend and the computer could not read it either. Must be magnetic personalities? That turned out to be a loose ground connecter behind the glove box.

Yes, the cigarette light fuse, NOT the aux. socket(s) fuse, is what powers up the scanner through the diagnostic port. If your scanner doesn't even turn on, that's probably what it is.
