Daytime running lights

Just had this truck for a few months now.

It appears that the "off" on the light switch is spring loaded to not go to the off position, meaning I cannot shut off the lights in low & no light condidtions.

Some say if I depress my emerg break, that is should go off.

I can't seem to get the lights to go out no matter what I try.

So I guess it's just the way it is ?
